It is a certificate of issuance of a replacement for damaged by the Ministry or approved by the Ministry for the captains, officers and operators of the global radio for distress and maritime safety, which authorizes its owner to work and perform tasks related to the level of (OPERATION LEVEL) responsibility stipulated in that certificate
