A license is provided to beneficiaries who wish to establish a private museum or heritage house, exhibiting a collection of artifacts with the aim of preservation and introduction to visitors.

- Technical and construction conditions:
- - The building's location should be easy to access, with the necessary facilities to serve visitors.
- Taking into account the construction specifications and engineering and electrical safety precautions in proportion to the nature of the service provided by the building (the capacity of the building).
- - The heritage house should be restored or suitable for use as a special museum.
- Availability of security and safety standards such as warning, firefighting and emergency services systems.
- Conditions and criteria of the museum offer:
- Securing and protecting holdings during the presentation from natural conditions and human factors.
- - Show holdings in organized and classified ways according to a specific pattern of display, with the appropriate number of holdings in the one hall, where the corridors are free of obstacles, taking into account the movement of visitors.
