Business (Invest Easy)

The Invest Easy portal (One Stop Shop) provides fast and easy e-services to help set up and manage companies in Oman. Using the e-services helps minimize paperwork and save costs and time.


Customs (Bayan)

Bayan system is an online one-stop-shop offered by the Royal Oman Police (ROP) - Directorate General of Customs that facilitates seamless, convenient and fast clearance of goods for trading communities.



Ministry of Manpower provides a single online platform to the Citizens and Business Owners to find services related information and apply for those services through a unified and easy to use application.

Service Description

This service is provided to private higher education institutions that want to add new academic programs or obtain a license for foundational programs.

  1. Academic Program Licensing Application Form
  2. For educational programs only: Attach the approval of the relevant committee for the executive procedures of teacher preparation programs at the Ministry of Education.
  3. For health programs only: Attach the approval of the Ministry of Health for the proposed program.
  4. For logistics-related programs only: Attach the opinion and approval of the Oman Logistics Center.
  5. For information technology programs only: Attach the opinion and approval of the Ministry of Transport, Communications, and Information Technology/ Information Technology sector.
  6. For master's programs and hosted programs only: Provide proof from the partnering institution that it offers the same program the local institution intends to deliver.
  7. For master's programs only: Submit evidence of the institution's publication of scientific research in the last two years from the date of application submission.
  8. Resumes of program developers or the entity responsible for program development.
  9. Market demand study for the proposed program.
  10. Professional benchmarking with similar programs inside and outside the Sultanate.
  11. Calculation method for teaching hours and practical teaching hours.
  12. Learning outcomes of the program and their distribution, in matrix format, across courses.
  13. Description (documented) of the steps and procedures followed.
  1. - The proposed programs should be among the fields presented by the college/ colleges that make up the university
  2. - The institution should not be under observation in the institutional accreditation process.
  3. - The existence of an connection agreement/ or a memorandum of understanding with the partner institution to present the program is a significant and valid (and universities also in the event that there is a link to the presentation of the program)
  4. - That you are not suspended from the presentation of new academic programs based on the decisions of the Omani Institutional Accreditation and Programs Commission for Institutional Accreditation and Quality Assurance.
