The Invest Easy portal (One Stop Shop) provides fast and easy e-services to help set up and manage companies in Oman. Using the e-services helps minimize paperwork and save costs and time.


Customs (Bayan)

Bayan system is an online one-stop-shop offered by the Royal Oman Police (ROP) - Directorate General of Customs that facilitates seamless, convenient and fast clearance of goods for trading communities.

Service Description

Issuance of a license to announce a civil cultural center in any of the wilayats of the Sultanate

  1. 1. List of founders' names.
  2. 2. Copies of the passport or identity card of each founder.
  3. 3. Founders forms.
  4. 4. Recent non-conviction certificate issued by the Royal Oman Police.
  5. 5. Copies of academic qualifications.
  6. 6. Copies of the articles of incorporation or articles of association of the legal person, ALOng with the commercial register.
  7. 7. Proof of title of the land where the library or center is intended to be built, if any.
  8. 8. Proposed name for the library or center.
  9. 9. Draft internal regulations outlining the organization of work within the library or center.
  1. If it is a natural person:
  2. To be Omani nationality
  3. That his age is not less than (25) years
  4. - Certificate of no criminal record
  5. - That the scientific certificate obtained is not less than the bachelor’s or its equivalent, or has experience, science and culture what he qualifies for that which is estimated by the minister.
  6. To be from the sons of the state
