Service Description


This service is provided to resident communities in the Sultanate, where the registration of a social club or the registration of a branch of a social club is established or the license renewal for the social club and its branches for each resident community with a population exceeding two thousand individuals. These clubs are dedicated to supporting and caring for the interests of the community members in social, cultural, and recreational areas without gaining any financial profit. They also aim to strengthen bonds of friendship and love among community members and operate according to the conditions and regulations approved by the Ministry of Social Development under the the Civil Societies Law issued by Royal Decree No. 14/2000 and the regulations for social community clubs issued by Ministerial Decision No. 32/2010.

  1. A letter from the founding members requesting approval for the registration of a social club for the community, specifying the names and information of the authorized members responsible for following up on the registration process, including their phone numbers and addresses.
  2. • A letter from the Foreign Ministry accompanied by a certificate of no objection from the embassy of the community in the Sultanate, indicating that the number of resident community members exceeds two thousand individuals.
  3. • Seeking assistance from the National Center for Statistical Information in case it is not possible to obtain information from the embassy regarding the required number threshold.

  5. • Registration form for an association/social club.
  6. • Copies of residence permits for the founding members.
  7. • Receipt issued by the Ministry's Financial Affairs Department confirming the payment of a fee amounting to 10 Omani Rials.
  8. • Payment of a fee amounting to 300 Omani Rials upon approval of the registration.
  1. • That all founders have one nationality and have a legal residence in the Sultanate
  2. • The number of members of the community residing in the Sultanate should not be less than two thousand people
  3. • The number of founding members is not less than 100 founding members and are not less than 25 years old
