Service Description


Obtaining a permit / no-objection certificate for drilling and approving a track in the digital system for drilling permits (outside the boundaries of plots of land and within the borders of Muscat Governorate).

  2. The beneficiary logs in to the system after verifying their identity through electronic authentication. He provides essential information regarding the excavation project and uploads the excavation plan in AutoCAD format, following the requirements specified in the provided drawing template. Detailed excavation plans in both AutoCAD and PDF formats are also attached for later review and approval. A document showing the project owner's approval is also attached in addition to other relevant documents as needed for the application

Upon electronic verification of the submitted plans, attachments, and data, the application is automatically forwarded to the relevant employee at Muscat Municipality, who reviews it and then sends it to the transaction coordinator. The coordinator returns it to the beneficiary for the payment of administrative fees to all participating entities

Upon payment of administrative fees, the application is simultaneously referred through the system to all participating entities (Muscat Municipality, Ministry of Defense, Ministry of Housing and Urban Planning, Omantel, Ooredoo, Oman Broadband, Muscat Electricity Distribution Company, Oman Electricity Transmission Company, Diam, and Haya) for review and feedback

  14. - Each party can approve, reject, issue conditional approval, or request a change in the excavation path. Direct communication with the beneficiary is possible through the system for inquiries, discussions, additional data, or joint site visits - If one or multiple participating parties request a change in the proposed excavation path due to conflicts with their assets, the system allows the beneficiary 2 modifications to the plans within 10 working days after each request return, for subsequent review and approval

  18. The concerned employee forwards all responses to the beneficiary. Upon agreement of all parties on the excavation path, additional fees, and necessary cash/bank guarantees specified by each entity, the beneficiary makes the payment through the e-portal or other payment methods. After verifying the payment, the request is referred to the municipality's designated employee to issue the permit/no-objection certificate/approval for the initial design
