Service Description


Study the requests for investment of lands affiliated with the ministry for sports clubs and civil teams in order to establish buildings, sports fields or commercial stores or transfer part of the club's land area for commercial / investment use.

  1. - The request letter from the club supported by a letter from the directorate/administration and from there to the ministry
  2. A copy of the survey drawing and title deed, if available.
  3. - A copy of the minutes of the meeting of the general assembly and the board of directors of the club, in which it was decided to deduct part of the club's land for commercial use.
  4. Determine the part of the area that he wishes to use and the type of use, with proof that the club's basic facilities are not affected.
  5. - An illustrative plan of the entire land, specifying the locations of the club's basic facilities and the location of the part required to establish the project on it, with an indication of the currently commercially exploited area (if any).
  6. - An initial engineering plan for the project on the same part with defining the areas on it.
  7. - In the event that there is a beneficiary (investor) to carry out the project and benefit from it for a specific period, the following is required:
  8. (An advertisement must be published in local newspapers, bulletin boards and the club's social media accounts)
  9. (Choosing the best offers after discussing it in the club’s board of directors meeting)
  10. (It is necessary to attach a copy of the advertisement and offers, and the most appropriate offer to the Ministry with the application)
  11. - Preparing a preliminary draft usufruct contract between the club and the beneficiary, to be studied by the relevant committee of the Ministry and the legal department.
  12. Clarify the total cost of the project and the expected financial return from the project.
  13. - Clarifying the financial capacity of the club / beneficiary to establish the project, and the financing mechanism.
  14. - At least 50% of the project cost must be available in the club’s account or the beneficiary’s account, and the Ministry must be provided with a bank statement to prove that.

  1. - The investment project should not affect the club / team's ability to practice its various activities, and in a way that provides a field for future expansions of the facilities and facilities of the club / team or has an alternative land that can accommodate projects and sports structure.
  2. Investment revenues must be within the limits of market rates, and in some cases it may be necessary to provide a feasibility study for the project.
