Competences of the Standing Committees

First: Legislative and Legal Committee

The Legislative and Legal Committee studies and gives opinion on bills, proposals for bills, draft agreements, as well as looking into the following matters:

  • Conformity of bills and proposals with the provisions of the Basic Statute of the State.
  • The civil, administrative, penal legislations and the judicial authority.
  • Human development, public freedoms, and human rights.
  • Assisting the Council in the final draft of the legislative provisions.
  • Internal Regulations affairs.
  • Members’ affairs.
  • Parliamentary immunity.
  • Cases of dropping of membership.

and other issues related to the legislative and auditing fields.

Second: Economic and Financial Committee

This committee studies and gives opinion on the economic and financial policies, plans, and programs, tender issues, financial systems and their bills and proposals, draft agreements, and other matters related to the following:

  • Financial and monetary policies.
  • Economic development projects incorporated in the State budget.
  • Energy and minerals resources.
  • Wages and prices policies.
  • Internal and external trade policies.
  • Internal and external investment and free zones policies.
  • Tourism affairs.
  • Assessment of the impact of financial and monetary policies on aspects of the economic and social life.
  • The Five-Year Development Plans and progress of implementation.
  • Taxation, customs, public fees and charges.
  • Loans, insurance and Capital Markets.
  • Government tenders.

Third: Health and Environment Committee

This committee studies and gives opinion on health and environmental policies, plans, and programs, their bills and proposals, and other matters related to the following:

  • Health, preventive, medical treatment and pharmaceutical services.
  • Health insurance.
  • Health education.
  • Psychological Health.
  • Protection of Environment and Control of Pollution.
  • Drugs, psychotropic and addiction issues.

and other issues related to the health and environment fields.

Fourth: Education and Scientific Research Committee

This committee studies and gives opinion on the educational and scientific research Policies, plans, and programs, their bills and proposals, and other matters related to the following:

  • All levels and types of educational affairs.
  • Universities, colleges, institutes and scientific research centers.
  • Technical and vocational training.
  • Scholarships and students’ affairs abroad.
  • Progress of implementation of educational curricula, plans and programs.

and other issues related to the educational and scientific research fields.

Fifth: Services and Social Development Committee

This committee studies and gives opinion on the services and social policies, plans, and programs, their bills and proposals, and other matters related to the following:

  • Public utilities.
  • Development planning of cities and housing affairs.
  • Social insurance, pensions and social security.
  • Charity, social and vocational associations and institutions.
  • Social, child, and handicapped care.
  • Woman affairs.
  • Income and living levels.
  • Social phenomena and changes.

and other issues related to the services and social development fields.

Sixth: Youth and Human Resources Committee

This committee studies and gives opinion on the youth and human resources policies, plans, and programs, their bills and proposals, and other matters related to the following:

  • Policies of development and promotion of human resources.
  • Follow up of Omanisation policy.
  • Labor affairs, civil service, and administrative development.
  • Youth and sports care.
  • Clubs and youth centers.
  • Private organizations operating in the sport field.
  • Sport unions, Olympic Committee, competitions and sports missions.

Seventh: Food and Water Security Committee

This committee studies and gives opinion on the agricultural, animal, fisheries and water resources sectors’ policies, plans, and programs, their bills and proposals, and other matters related to the following:

  • Food and water security policies and plans.
  • Development of agriculture, animal and fisheries wealth.
  • Management, preservation and development of water resources.
  • Combat of desertification.
  • Agricultural produce and marketing.
  • Follow up and assessment of policies related to the fisheries and animal wealth as well as projects, authorities, institutions, associations, companies and factories in connection with fisheries and animal wealth activities.

Eighth: Information and Culture Committee

This committee studies and gives opinion on the information and cultural policies, plans, and programs, their bills and proposals, and other matters related to the following:

  • Information affairs.
  • Cultural affairs.
  • Following up and assessment of information policies set by the government.
  • Printed materials, press, and publications.
  • Information Technology.
  • Arts, humanities, and antiquities.
  • Following up with performance of parties and institutions working in information, cultural, and antiquities fields, and the role of books in the service of the economic, social, and cultural targets in such a way that does not contravene Islamic values, the basic components and genuine values of the Omani society.
