Competences of the Bureau

The Bureau shall perform the following tasks:

  • Set the activities of the Council and assist its committees in making the rules organizing work and coordinate between activities in accordance with the provisions of these Regulations and keep the Council informed.
  • Supervise activities of the Council and its committees, assist the members in performing their duties, and follow up with the committees.
  • Prepare the agenda of the sessions, taking into consideration the priority of issues referred by His Majesty the Sultan, bills forwarded by the government after being studied by a special committee, and the current important issues. The Secretary General shall announce the agenda and inform the members about the same at least 48 hours before convening.
  • Assign one of the committees to study a specific issue, present a report about the outcome, and can decide whether to submit the report to the Council or make appropriate decisions to this effect.
  • Settle objections referred by the Council with regard to what has been registered in the minutes of sessions.
  • Examine the draft annual budget of the Council and the draft closing account referred by the Budget and Closing Account Committee before submitting it to the Council for endorsement.
  • Select delegations representing the Council internally and externally and study reports submitted by the delegations on their missions and visits before submitting them to the Council.
  • Select members participating in committees called for by the Government.
  • Receive petitions and complaints submitted by the citizens to the Council, and the Bureau can seek the government clarification on them, or refer them to the concerned committees. The citizen shall be informed within a month, if possible, about the measures taken with regard to his request.
  • Supervise organization of all parliamentary affairs of the Council according to the system laid down, to this effect, by the Bureau and endorsed by the Council.
  • Set media policy of the Council reflecting discussions taking place in the plenary sessions and the decisions taken, aiming at creating a public opinion interacting with the legislative and auditing role of the Council and reinforcing the democratic practice.
  • Examine any other matter assigned by the Council or the Chairman or asked to give opinion on.


Competences of the General Secretariat

The General Secretariat shall perform the following tasks:

  • Prepare and follow up implementation of its annual plan.
  • Prepare invitations and agenda for the sessions and in coordination with the Bureau of the Council and inform the members.
  • Prepare records and minutes of the sessions and inform the members as per the rules and regulations of the Council.
  • Supervise organization of the meetings of the standing committees and prepare minutes of these meetings, as well as the resolutions, circulars, and letters.
  • Coordinate between the Chairman of the Council and the members with regard to arrangement of meetings, topics to be presented to the Council and including them in the agenda, as well as implementation of the resolutions and policies of the Council.
  • Conduct studies, research, and prepare reports on issues pertaining to the work of the Council.
  • Prepare for specialized conferences and debates to be organized by the Council, or in which the Council takes part locally, and follow up with their outcome.
  • Implement the financial and administrative measures as per the rules and regulations in force in the Sultanate.
  • Prepare the annual budget of the Council as per the financial circulars, policies and general policies of the State.
  • Conduct press coverage, public relations and protocols.
  • Prepare and conduct the general training plan of the Omani staff at the Council.
  • Submit periodical and annual reports to the Chairman on the progress of work at the General Secretariat, and put forward the necessary proposals for enhancement.
  • Any other assignments within its competences.


Competences of the Assistant General Secretariat for Sessions

The Assistant General Secretariat shall perform the following tasks:

  • Perform technical coordination of the sessions.
  • Prepare for the special sessions, make necessary arrangements, documentation and provide any further requirements.
  • Prepare members’ attendance and absence reports.
  • Prepare draft report on the activities of the Council in-between the sessions.
  • Draft records and minutes of the plenary sessions and follow up with their resolutions.
  • Compile and classify requests of the members with regard to corrections of the minutes to submit them to the Council for endorsement.
  • Prepare, print and distribute minutes of the sessions.
  • Prepare draft agenda of the plenary sessions.
  • Propose training programs aiming at upgrading the efficiency of the staff of the General Secretariat.
  • Submit periodical and annual reports to the Secretary General on the progress of the General Secretariat and propose means of enhancement.
  • Any other assignments within its competences.
